डण्डीबियोः राष्ट्रिय खेल कि लोपोन्मुख ?
नेपालको राष्ट्रिय खेल कुन हो भनेर सोधियो भने सायद तपाईंले जवाफ दिनुहुनेछ, डण्डीबियो र कपर्दी । कुनै आधिकारिकता नभए पनि लामो समयसम्म दुई खेललाई राष्ट्रिय खेल भनेर चिनाइयो । यद्यपि अहिले राष्ट्रिय खेल कुन भन्ने बहस भइरहेको छ ।
जनस्तरमा अघोषित राष्ट्रिय खेलको मान्यता पाएका डण्डीबियाले राज्यका तर्फबाट भने उपेक्षित रहँदै आएका छन् । अब डण्डीबियोलाई त ‘लोपोन्मुख खेल’ को दर्जामा राखिँदिँदा फरक पर्दैन । नियमक निकायको सक्रियता अभावमा डण्डिबियो अस्तित्वको संकटमा परेको हो ।
नेपाल लगायत भारत, म्यानमार, पाकिस्तान, बंगलादेश र भुटानमा डण्डीवियो खेलिन्छ । तर, अहिलेसम्म एउटा पनि अन्तर्राष्ट्रिय प्रतियोगिता आयोजना भएको पाइँदैन ।
लथालिङ्ग डण्डिबियो संघ
राष्ट्रिय खेलकुद परिषदभित्र नेपाल डण्डीवियो संघ एक दशकदेखि अस्तित्वमा छ । २०५० सालमा गठित संघले २०६२ सालमा राष्ट्रिय खेलकुद परिषदबाट संघको मान्यता पाएको थियो ।
आधुनिक नियममा आधारित रहेर डण्डीवियो खेल आयोजना गर्ने जिम्मवारी बोकेको संघ अहिले आफैं कागजमा सिमित छ । बर्दिया, चितवन, कास्की लगायत ११ जिल्लामा संघ शाखाहरु छन् । तर, यसले अहिलेसम्म एउटा पनि राष्ट्रिय प्रतियोगिता गर्न सकेको छैन ।
विजय पौडेलको अध्यक्षतामा दर्ता भएको संघको २०६५ सालमा सम्पन्न साधारणसभाबाट पुनः पौडेल नै अध्यक्ष बनेका थिए । तर, उनी २०६७ सालमा पिआर पाएर क्यानाडा भासिएपछि संघ नेतृत्वबिहीन अवस्थामा छ । तीन बर्षअघि महासचिव लेखनाथ घिमिरे पनि अमेरिका पलायन भएपछि संघ लथालिंग बन्न पुग्यो ।
बरिष्ठ उपाध्यक्ष मोती फुयालले संघको कार्यबाहक नेतृत्व गर्दै आएका छन् । तर, उनले अहिलेसम्म न निर्वाचनमार्फत नयाँ नेतृत्व ल्याएका छन् न संघको गतिविधि नै चुस्त दुरुस्त राख्न सकेका छन् । संघको निर्वाचन नभएको नै करिव आठ बर्ष पुग्न लाग्यो ।
राखेप भन्छ, ‘खेलसंघहरु राखेपसँग आवद्ध हुन्छन् । आफ्नो खेलको बिकास गर्ने, संघलाई सक्रिय राख्ने तथा प्रतियोगिता नियमित गराउने दायित्व उनीहरु आफैंले लिनुपर्छ ।’
जबकि परिषदको नियमअनुसार हरेक चार बर्षमा खेल संघले साधारणसभा र नेतृत्व नविकरण गर्नुपर्छ । र, कावा अध्यक्ष फुयाल भने डण्डीवियो व्यवसायिक खेल नभएकाले संघको काम समाजसेवामा सिमित हुन पुगेको तर्क गर्छन् । ‘जीवन धान्नका लागि मेरो आफ्नै पेशा छ, समाजसेवाका लागि धेरै समय दिन सक्दिन’ अनलाइनखबरसँग कुरा गर्दै उनले भने ।
कार्यबाहक अध्यक्ष फुयालले केहि बिद्यालयस्तरीय खेल गतिविधि तथा खेलाडीलाई प्रशिक्षण गराइरहेका छन् । दक्षिण एशियामा डण्डीवियो खेलसँग सम्बन्धित अधिकारीहरुको सहभागितामा काठमाडौंमा गोष्ठीको आयोजना गर्ने योजना रहेको उनले सुनाए ।
सोखमा सिमित हुँदै
राष्ट्रिय खेल भनिएको डण्डीवियोलाई अहिलेसम्म राष्ट्रिय खेलकुदमा स्थान दिइएको छैन । यो केवल विद्यालयस्तरको खेलमा सीमित भएको छ, त्यो पनि फाट्टफुट्ट रुपमा मात्र । अहिलेसम्मको संघले पाँच बर्षअघि प्यान्थर कप डण्डीवियोको नाममा एउटा व्यवसायिक प्रतियोगिता आयोजना गरेको थियो । त्यसलाई निरन्तरता दिन सकेन ।
अहिले डण्डीवियो सोखका रुपमा मात्रै खेलिने खेल बनेको छ । हरेक बर्ष निजामती कर्मचारी दिवसका दिन डण्डीवियो खेलिन्छ, नियमित हुने डण्डीवियो प्रतियोगिता त्यही मात्रै हो ।
दीर्घकालिन योजना शून्य
संघका कार्यबाहक अध्यक्ष फुयालसहितको समूहले डण्डीवियोलाई राखेपमा दर्ता गराएर खेलको मान्यता दिएको थियो । परम्परागत रुपमा खेलिने खेललाई आधुनिक बनाएकोपनि यही संघले हो ।
तर, नेतृत्व पलायनभएसंगै यो धराशायी बन्दै गयो । फुयाल भन्छन्- ‘डण्डीवियोको दीर्घकालिन विकासका लागि राखेपले कुनै योजना दिएन । हामीले पटक-पटक अनुरोध गर्दा पनि परिषद सकारात्मक भएन ।’
निश्चित प्रतियोगिताका लागि परिषदले बजेट उपलब्ध गराएपनि पूर्वाधार बिकास र खेलाडी उत्पादनमा शून्य लगानी छ । काबा अध्यक्ष फुयाल भन्छन्, ‘हामीलाई निश्चित प्रतियोगिता गर्न बाषिर्क १/२ लाख बजेट परिषदले उपलब्ध गराएको छ । तर खेलको बिकासका लागि योजनाबद्ध रणनीति तथा त्यसको कार्यन्वयन चाहिन्छ ।’ परिषदले केहि लगानी गरेमा पाँचै विकास क्षेत्रमा डण्डीवियोलाई लोकप्रीय बनाउन सक्ने उनको दाबी छ ।
फुयालका अनुसार मुलुकभर डण्डीवियोका व्यवसायिक खेलाडीहरु ४ सय भन्दा बढिछन् । तर, उनीहरु नियमित प्रशिक्षण र प्रतियोगिताको अभावमा निस्क्रिय बनिरहेका छन् ।
राखेपको जिम्मा होइनः सदस्य सचिव
परिषदले दीर्घकालिन योजना ल्याउन नसकेको आरोप लागिरहेको बेला राखेपका सदस्यसचिव केशबकुमार बिष्टले भने संघहरुको आवद्धता मात्र राखेपसँग हुने बताएका छन् । बिष्टले भने-‘खेलसंघहरु राखेपसँग आवद्ध हुन्छन् । आफ्नो खेलको बिकास गर्ने, संघलाई सक्रिय राख्ने तथा प्रतियोगिता नियमित गराउने दायित्व उनीहरु आफैंले लिनुपर्छ ।’
राखेपमा दर्ता भएका संघहरुको नियमनको जिम्मा आफुहरुको भएको भन्दै सदस्य सचिव विष्टले झोले संघहरुको विषयमा अध्ययन गर्न राखेप सदस्य शान्ति सिंहको संयोजकत्वमा छानविन समिति बनाएको जानकारी दिए । ‘त्यसको प्रतिवेदन आएपछि त्यस्ता संघहरुलाई नियन्त्रण गर्नेछौं’ उनले भने ।
डण्डीवियो मात्रै होइन, राष्ट्रिय खेलकुद परिषदमा दर्ता भएका थुप्रै त्यस्ता खेलसंघहरु छन् जो सक्रिय छैनन् । कतिपय खेलहरु त नेपालमा अहिलेसम्म नाम नसुनिएकासम्म छन् ।
खेलाडी निराश
न कुनै प्रतियोगिता हुन्छ न संघको सक्रियता नै छ । यसको प्रत्यक्ष मार भने खेलाडीहरुमा परेको छ । ‘संघ अस्तब्यस्त बन्दा हामी पनि निराश हुनुपर्यो,’ डण्डीवियो खेलाडी रविन्द्र पन्थले अनलाइनखबरसँग भने-‘मैले २०६५ सालदेखि डण्डीवियो खेलिरहेको छु । तर, डण्डीवियो संघको सक्रियता नहुँदा म निस्क्रिय बन्नुपरेको छ ।’
